[SDCBC] reporting nonresponsive traffic signal loop detectors

The not marking thing is just part of the overall "sensitivity" the 
city has toward cyclists.

In in my area, Clairemont Mesa, there are sensors so old that they 
are overlaid with other sensors, making it quite difficult to 
determine which is the right sensor pattern...  if the pattern is 
visible at all.
