[SDCBC] and pavement markings Re: Has anyone ever seen one of these?

Especially galling to me is the apparent refusal of local district 
Caltrans to use the approved pavement markings, a little white 
stencil of a bike and rider,  showing the "sweet spot" for 
positioning yourself to actuate a traffic signal!
