This is my two cents worth on this issue:

I learned in my travels around the country about the "California 
Stop" which is a term meant to apply to motor vehicles.   This is a 
slow roll with a safety check at the intersection and then - proceed 
- without actually stopping and putting my foot down (only a small 
percentage of us can do a graceful trackstand).  This applies only to 
stop signs  - not to stop lights - which *MUST* be strictly obeyed.

That's my strategy, although it would probably get me ousted from LCI 
instructor training (I'll lie when I go to SLO in August).
