The Vermont St bridge was closed on Saturday only as part of replacing the bollards at the south end, which kept getting knocked down. As of yesterday (Monday), a temporary wooden walkway had been put in place around and partially over the excavation area. The two 90-degree turns are a bit tight, so you may have to dismount or at least slow down appreciably to make it through there.
BTW, I live right there, so I've been watching this. Plus, the project manager's office is right down the hallway from mine. :-)

Proper bike lanes on much-bike-traveled streets sounds good. Might even
get people off the sidewalks when they're wheeling.
HOWEVER, as of Saturday, the Vermont St. ped bridge itself was blocked
off with construction barriers at the southern end. It's a pretty hefty
concrete and steel structure, so if the intended traffic (pedestrians
and cyclists) caused it to collapse than the US obesity problem really
is out of control....
