What behavior do you find people using when the motorists, 
bicyclists, walkers, and skaters are all sharing the tarmac? Do 
motorists and cyclists stay right? Do pedestrians walk facing traffic 
and yield to it? If not, then it isn't acting like a highway. Instead 
it is acting as a sidewalk.
Does the road go anywhere useful? To a picnic site and fishing, you 
say? Can we earn money from those things? Then it isn't business, so 
instead it's recreation.

Miramar Lake paved surface is nothing but a park way, much like the 
wide sidewalk around mission bay.
