To clarify usage of the road around Lake Miramar:
The road in question does not serve as a "recreational asphalt 
sidewalk".  Several days a week, motor vehicles are permitted on the 
road.  It serves as a route for motorists to gain access to fishing 
sites around the lake and the picnic area at Natalie Park. I ride 
there often (my wife likes it) and have observed motorists using the 
road for just plain " cruisin' ".  In July when the road section 
across the dam will be re-opened, this use is likely to increase. The 
speed limit is 15mph but, as usually is the case, this limit is 
frequently violated by motor vehicle operators as well as 
cyclists.  The usage that makes this road unique is that it also 
carries a substantial amount of pedestrian/skater traffic since there 
is no sidewalk.  It is not unusual to see a congregation of young 
mothers with babies in strollers "taking the lane" or stopped in the 
middle of the road holding an impromptu gab-fest.
