[SDCBC] Carmel Valley/SR56 bike path flooding removed

Hi - I went through here this morning and it was very low - maybe 1/2 inch
of water for 5 ft.  No slippery algae.

On the way home, there was even less water, just a trace for about a foot
and a half.
