[SDCBC] New contact info for City of San Diego

For the City of San Diego, bike related requests should go through 533-3126
(main line for traffic engineering). Joel is still working on bike projects,
but they're going to have some other folks also helping. 

For the regular maintenance calls, please continue to call the 527-7500. 

These are both 619 area code.
