I have made similar observations.  Personally I avoid riding on Fiesta Island 
at times when I suspect there will be large group rides.   I also note the 
25mph limit on Fiesta Island...

When I lived in Encinitas, on my way to work I had a running 
discussion/argument with a SDBC rider who claimed it was find and dandy for group rides to run 
stop lights and stop signs.  A CycloVet whom I know commented once when he 
saw me stop at a stop sign (we weren't riding together) that I couldn't be a 
"real cyclist" if I stopped at stop signs.  Yeah, there was an attempt at humor 
but we both knew that vehicular cycling is not always practiced by group riders 
or even solo riders.  

That's my 2 cents and I think you for yours.
