The post speed limit is indeed 15mph, and this is indeed prudent and safe for both directions of travel, although I generally hit only half of it on the ascent. :)
Although I am a political pragmatist, I strongly oppose banning all of us because of the actions of a few. A little education for both bicyclists and pedestrians would be in order here.

I haven't ridden that section much since I moved to Clairemont but prior to that I rode it 5 days a week for several years. My recollection is that there is a 15mph speed limit though it might have been 25mph. As I recall, most cyclists did not abide by the speed limit in either case.
I do think 15mph is a reasonable speed both uphill and downhill, particularly during hours when large number of people are walking. My concern is not for the cyclists but rather for the people walking on the road. I witnessed some rather unpleasant situations between speeding cyclists and walkers.
It is not really a place that lends itself to enforcement/citation efforts so I am afraid that sometimes law abiding cyclists are at the mercy of those who choose the cheap thrill.
