[SDCBC] Torrey Pines Trails plan

Is there a record of bicyclist's incidents - crashes, etc.?
If this provides a reasonable transportation route, and maybe even
for the recreational opportunity provided, we should ask for
substantial reasons for why it would be closed - IMHO.
