I really resent the paternalism in the report's statement, as though we have to protect bicyclists from themselves, because they are too reckless or stupid to handle a moderate downward grade with a few switchbacks.

Given that eliminating downhill cycling is apparently one of their goals:

The Reserve road is becoming increasingly unsafe as greater numbers of

vehicles, hikers, joggers, and bicyclists compete for space on the road. Cyclists are

  particularly vulnerable to accidents when they travel down the Reserve road at high speeds.


I don't think they meant to allow for downhill cycling in either 10.2.1 or 10.2.2.



If they're closing access to private vehicles, we are lucky to get any access. 



I don't know if there are many people who drive their bikes to the park
just to go up and down the hill inside the park, or how many people do
clockwise loops (up TP Rd, down through the park).  Those are the
ones that would be most affected by any plan that eliminates downhill
cycling since  I don't think northbound cyclists use the
cumbersome detour through the park (requiring a left turn to get in at
the top and left turn to get out at the bottom) very often.  


It is a fun twisty descent though.  Shame to lose it if there is a way to save it.
