[SDCBC] West Bernardo Drive bridge open!

The new bridge over I-15 at West Bernardo Drive is now open to auto and bike
traffic. They've built it with a pedestrian walkway on the north side of the
bridge (which you can use if you want to on a bike) and tight 4-foot
shoulders. There is now also a three-way stop at the west end (that used to
be two way stop and free flowing traffic onto the freeway.)
The sign on the freeway onramp said 'no bikes, no peds...' on Saturday, but
they're supposed to be fixing that. Bikes are still allowed on the I-15
shoulder over Lake Hodges.
