Rob:

Were they in the street or on the sidewalk??  Seems like they must have been 
in the street.

As someone who is rarely at a loss for words...   I can think of nothing 
appropriate except maybe:

"PLEASE, PLEASE, PLEASE, GET A COPY OF EFFECTIVE CYCLING."
