But even if the BL is removed, we still have the situation of motorists that will drive too fast, are violating the carpool lane to avoid queuing in the right lane, and will drive wide around cyclists, (because those type of motorists don't respect other motorists, much less two wheeled vehicles) and those motorists will still right hook cyclists anyway. Nothing short of sharpshooting law enforcement will stop that.

My thinking is that there is only one place to ride, far enough to the left of the straight through lane that people won't try go around me into the center merdian and right hook me... I also tend to use my best sprint and with the downhill, I am doing 30-35mph so I am pretty much with the traffic but it is not a realistic solution...

I used to accellerate going down that stretch to ease my merge into the left lane or bike lane. The problem I saw with that is a bike can be "seen through" by traffic turning left onto the I-5 SB, and if that happens, a car can turn left right in front of you doing 30 mph. Not my recipe for a long and happy life.
I can't think of a simple solution offhand, but having such a problematic intersection in a major bike route for North/South thru-riders, no to mention bicycling UCSD students and staff, is, IMHO, nothing short of a scandal.
I recently was right-hooked at this ramp but was able to turn right with the vehicle before turning back down the ramp. Just my $.02.
