[SDCBC] bike paths

Please forgive my novice use of my email client's quoting feature, 
which ended up seeming to attribute these misguided statements 
concerning the efficacy of bike paths to Jim Baross, who in fact 
understands that they are not a panacea of bliss for transportation 
purposes, and in fact may be the opposite.

Because statistics show that the greatest risks for cyclists (besides 
their own inability to stay upright, as it turns out) are at 
intersections. At-grade bike paths create more of these 
intersections, and typically put the cyclist in an even worse lane 
position for mitigating the intersection.

This isn't to say that a ride around Mission Bay, or Miramar Lake, 
can't be fun and relaxing at 5mph. But such a facility will not get 
me to work safely at 25mph. Sharing the proper through lane with 
40mph traffic is more likely to have the desired result.
