Unfortunately, there's very infrequently any such thing as a
"dedicated bike path". Motor vehicles are forbidden, but that still
leaves plenty of opportunity for jogging, skating, pet-walking,
strollering, you name it. Rules as to proper direction of travel of
pedestrians and right of way are unclear, maintenance is always an
issue (fewer users means fewer dollars deserve to be utilized), and
last but not least are the horrible dangers present when the bike
path intersects with the highway system.

Forgot to mention construction signs, slap-dash repair jobs of
utility work, poor drainage, etc.

Smooth and clean, yup that would be nice. A free coffee and donut
stand, while you're at this dreaming.

Right. Best approach is to teach cyclists to follow the rules of the
road and show them how to cooperate with other traffic to get along.
Stop promoting car dominance so motorists don't go honking at anyone
that seems out of place or in their way.
Now, ride.
