[SDCBC] New Law on Bicycle Lights

I picked up C2 reflective tape at pep boys.  Had to get the bikes setup
for FC508, and since the race I've just left it on.   They required side
reflective material.  Side reflectors really don't help much, but I've
got front/rear and the wheels have 4 little strips of C2 on the rim
which when it's spinning makes a nice solid line.  You can actually see
this from behind/side of the bike as we did during the race.  The only
problem I have is that pedal reflectors are pretty much useless on my
Bacchetta Aero, so they aren't on there.

I've lost count of how many cyclists I've seen without lighting at night
(east county), pulled up next to them and told them I couldn't see them,
and usually get the "oh crap" response.  Of course, most these are kids
on black bmx bikes, with the required black t-shirt and blue jeans. :)
