[SDCBC] Maintenance of Bikeways, Sidewalks, Roadways

Do you know the rules for maintenance of path of travel? I know we require developers to maintain a sidewalk if construction is occurring. Road way construction results in detours and sometimes temporary roads. What are the rules for the different classes of bikeways?
Has any anyone search the Vehicle or Streets & Highway Codes? Maybe such maintenance of path of travel should be part of the legislative agenda?
