Absolutely.
At the same time, any time I hear about anyone hit by a red-light runner I
remind myself of the importance of establishing and maintaining the
defensive-driving habit to check for red-light runners when entering any
signaled intersection. It's good to do it when driving a car, but even more
important when on bicycle, motorcycle, or walking.
The indisputable fact is, though of course they shouldn't, people sometimes
run red lights. Ride accordingly.
