[SDCBC] SR56-Sorrento Valley Road connector

At equal prices, I would prefer the bridge. However, I suspect that
the bridge will be too expensive to even contemplate.

The undercrossing will flood from time to time. There should be a
signed alternate route along Carmel Valley Road.
