[SDCBC] FW: Plastic Cones in Bike Lane

Darryl, John et. al.:

I have been following this from a distance, I used to ride that section every 
when I lived in Encinitas on my way to La Jolla but now that I am in 
Clairemont, it has been quite some time since I have been through there.

Still, I don't really understand what is going on here, in Darryl's pictures 
I see some white pylons in the bike lane.   All I can ask is:  "What are these 
white cones doing in the Bike Lane?"   What I see in the last photo is a 
rider who ought to have full access to the bike lane but who has the pylons with 
rope between them keeping him from having full access.

Please help me understand what is happening here.  Why are the Pylons there 
in the first place?

Sorry, I am sure this has been previously explained without the photos I 
didn't really get the picture.
