When I rode through Saturday morning circa 8:40 the cones were against the
curb. I'll have to measure it, but I believe the bike lane demarcation
stripes are the full legal 1.5 meters (59")apart. Anyway, the owner of
Yogi's has been extremely cooperative and prompt and cordial in his emails
to me. Encinitas City Councilwoman Teresa Barth (
tbarth at ci.encinitas.ca.us ) has asked to be informed regarding any future
cone infractions, but I think the second bike lane stripe should greatly
reduce the odds of this happening.

Update on the below situation effective Saturday evening about 6:30.
A new white line has been placed on the road, see the first photo below,
about 4 feet to the right (east) of the line shown in the picture below
separating the bike lane from the motor vehicle lane. This new white line
creates a bike lane about 4 feet wide. The white cones are now placed near
the new east line. There were not exactly on the right side, but more on the
line.
I was in a motor vehicle as I passed, I was not able to get out to
inspect. It appeared to be a workable situation.
Thanks to John Eldon and others who worked on this resolution.
