There's legal mandates for quite a bit of stuff.  I find it humorous and
sad that they can't even pave a street to it's full width (kearney villa
 road, SR76), or make legal width bike lanes (mast blvd in santee).
Between property, road tax, income tax, sales tax, regulatory tax er
fees,  you'd think we'd have roads as smooth as glass to ride on.  :)
