[SDCBC] Yogi's 101 bollards problem probably solved

For parking enforcement the SDPD has a division for that.  But they
close at 5:00 and, as far as I know, they don't work weekends.

I found this out when I tried to get the Chargers to stop people from
parking in the bike lane on Murphy Cyn Rd during practice sessions.
