>From the aerial photo it appears that on eastbound Montezuma there is a bike
lane to the left of the right-turn-only lane that goes to Collwood
Boulevard.

According to the article, the police said "Fudge had moved to the left so he
could continue straight on Montezuma".  I would think that means he moved
into the bike lane that is to the left of the right only lane, except the
police also said the driver clipped Fudge "when the motorist started to make
a right turn on Collwood".  That suggests Fudge may have been going straight
from the right only lane, and was not in the bike lane to the left of the
right only lane, or that the driver made the right from the through lane to
the left of the bike lane.

In any case, the most significant factor appears to be... "The driver had
the sun in her eyes, police said."

The good news is that though he will miss a few days of work, he "is
expected to make a full recovery".

If nothing else, let's all remember to take extra precautions as appropriate
when riding into the sun.
