[SDCBC] SR 52 shoulder reopened!

Got a call today from Caltrans - the SR 52 shoulder has been reopened to
bicyclists! And 5 days early, which is a nice early holiday bonus. :-)
They'll be doing some restriping of the lanes in the next few weeks, but the
shoulders will stay open for bike traffic.
