[SDCBC] Repeat offender: Parking in the bike lane.

Report her to cops.  This should be a parking ticket.

Since you have tried being nice, and she persists in her selfish 
attitude of "it doesn't matter" and the higher obvious issue of "it 
being a marked a no parking zone," perhaps it is time to go to a 
higher authority.  If I remember correctly, there is a police 
substation near Nobel and Executive Drive.

Since bike lanes are there for our convenience, and the convenience 
of motor traffic (let's not kid ourselves about the actual nature of 
BL), her selfish attitude effects more than cyclists, it also effects 
motorists.  She is doing the same thing as "double parking," by 
forcing cyclists into other lanes of traffic, and thus forcing some 
reaction (depending on traffic) in the other lanes of traffic.  She 
is not just effecting "lowly cyclists" (as apparently some motorists, 
like this one, may view us).

Serge is right, it technically is easy to just ride around a parked 
car just like one would do any other obstruction in any other traffic 
situation... I do it all the time on El Camino Real when maintenance 
trucks park in the BL.  But the point is, she is in violation of a 
posted situation...  and by doing so, she is impeding traffic and 
changing the flow at that location.

A ticket this time, a tow next time...  maybe then she will not take 
the signs so lightly.  As far as her attitude toward cyclists...  she 
has already demonstrated a negative attitude, so don't concern 
yourself about making another anti-cyclist driver...  she already is 
anti-cyclist.
