This interesting article in the NY Times discusses a renewed effort by some
in NYC to reduce traffic and parking congestion in downtown Manhattan by
charging a fee to those who drive below 60th Street.  Environmentalists and
cyclists are weighing in on it, of course."  http://tinyurl.com/y3fabw.  The
City of London has this; anywhere else? Wave of the future?
