I think that the essays in this discussion have largely borne out the 
contention with which I started it, that bicycle transportation is 
being done by those who enjoy cycling, and that individual commuting 
by bicycle is a large part of the bicycle transportation that is being done.

That demonstrates that the proper governmental policy would be based 
on the vehicular cycling principle instead of the cyclist inferiority 
superstition, both for reasons of equity and to support the 
activities of those most likely to use bicycle transportation. When 
government has stopped discouraging bicycle transportation by 
policies and practices based on fear of cycling, then the field will 
be free for those who know how to encourage safe, lawful and 
competent cycling.
